Deputy General Counsel for Energy Policy
Mission/Functions
Assistant General Counsel for Legislation and Regulatory Law Provides legal support and advice on legislative matters throughout the Department; participates in the development of DOE policy and views on pending legislation; drafts DOE legislative proposals and supporting documents; prepares, coordinates, and reviews formal bill comments to Congressional committees; obtains clearances from the Office of Management and Budget, and legal counsel and rulemaking support to programs throughout the Department on administrative requirements for developing Departmental rules, directives, and other generally applicable policies.
Assistant General Counsel for Loan Programs and Renewable Energy Provides legal support to the Assistant Secretary for Energy Efficiency and Renewable Energy (EERE) and for other DOE energy efficiency and renewable energy programs and activities; legal support, analysis and advice in areas pertaining to rulemakings, documents published in the Federal Register, regulatory reform issues, and in matters relating to all EERE programmatic activities including the appliance program and the Federal Energy Management Program.
Assistant General Counsel for Electricity & Fossil Energy Provides legal support and advice to the Office of Electricity Delivery and Energy Reliability, and to other DOE offices, on the Federal Power Act, electricity matters in general, transmission technologies, electricity exports and energy infrastructure security. Provides legal advice and counsel to the Office of Fossil Energy relating to clean coal, oil, natural gas, the Strategic Petroleum Reserve; Naval Petroleum and Oil Shale Reserves; natural gas import and export regulatory programs and Alaska natural gas matters. Represents the consumer interest and when appropriate the policy interest of DOE and its Operations Offices and Research Laboratories through interventions in State and Federal regulatory proceedings concerning electric rates and other matters. Advises the General Counsel and provides legal support and analysis in connection with the activities of the Federal Power Marketing Administrations.
Assistant General Counsel for General Law Provides legal support and services to the Department in matters of general law and the administration of DOE programs and requirements pertaining to conflicts of interest and other standards of employee conduct.
